Cookies and localStorage are different
A cookie is a small browser-held value that can be attached to matching network requests. localStorage is browser storage that site scripts can read on the same origin; it is not automatically attached to requests.
The supplied static site code does not set HTTP cookies or include analytics and advertising services. It uses localStorage only when you choose a preference on this page. Any separate hosting or deployment-layer services are outside this page’s local preference mechanism.
